Nigeria News –
Rotimi Amaechi, minister of transport, says there will be no advancement of facilities if Nigeria stops taking loans.
Speaking on the debate around loans from China, the minister said the Buhari administration needed to rely on loans when it removed in 2015 because there was no money on ground.
A home of agents panel had raised the alarm over stipulations yielding Nigeria’s sovereignty to China in a loan contract.
The stipulation, referred to as “deadly” by the panel, is in article 8( 1) of the business loan agreement in between Nigeria and Export-Import Bank of China.
Speaking at a programme on AIT, the minister stated agreements signed with China do not cede the nation’s sovereignty.
He said the stipulation is only a diplomatic contract between both celebrations to ensure payment is made accordingly.
” Whether it is the ministry of finance that signed it or the ministry of transportation, the problem is that nobody will provide you loan free of charge. There must be an agreement and such contract must include some terms. That doesn’t imply that you are signing away the sovereignty of the nation; no country will sign out its sovereignty,” he said.
” What clause 8 does is to state to you, I expect you to pay according to those terms we have concurred. If you don’t pay, do not toss your immunity on me when I concern collect back the warranty that was put forward, that is all.”
The minister stated provision is a basic feature in every agreement to guarantee the loaning nation receives its cash.
” When we stop collecting the loans, then we stop establishing due to the fact that there was no cash when we came into federal government; by the time we came, the money had been blown away,” he stated.
” What you do is, you offer a sovereign assurance which assurance is the immunity stipulation they are talking about. When we state I provide you a sovereign warranty and we get resistance stipulation, the immunity clause is that if tomorrow I am not able to pay you and you concern gather the products that we have concurred upon, these are items that I am putting down as guarantee. I can waive my immunity and say no you can’t touch it, I am a sovereign nation.
” So, they are stating if you are unable to pay, do not stop us from taking back those items that will make us recuperate our funds. Is China our daddy that will provide us money totally free? It is a standard clause in every arrangement, whether it is America we signed it with, whether it is Britain, any country would want to know that they can recuperate their cash.”
The minister had earlier stated China will not authorize Nigeria’s request for loans if the nationwide assembly continues to probe the loan agreements the nation has with lenders.
